Every year, public water systems are required to send customers a Consumer Confidence Report (CCR) - also known as a water quality report. It lists the contaminants detected in your tap water, how they compare to EPA limits, and where your water comes from. But most homeowners glance at it, see a lot of numbers, and file it away.
That report matters. Here is how to actually read it and understand what is flowing from your faucet.
What the Report Actually Covers
Your CCR breaks down water quality into several categories:
Microbial Contaminants
Bacteria, viruses, and parasites like Cryptosporidium and Giardia. These are monitored closely because they can cause immediate illness.
Disinfection Byproducts
Chlorine and chloramines used to treat water can create byproducts like trihalomethanes (THMs) and haloacetic acids (HAAs) linked to long-term health risks.
Inorganic Chemicals
Lead, arsenic, nitrate, fluoride, and copper. These come from natural deposits, industrial discharge, and aging plumbing infrastructure.
Physical Properties
Hardness, pH, turbidity (cloudiness), and total dissolved solids (TDS). These affect taste, smell, and how water behaves in your home.
The Two Numbers That Matter Most
Each contaminant listed shows two values:
- Detected Level (or Range): What was actually found in your water
- MCL (Maximum Contaminant Level): The EPA legal limit
Just because something is "below the MCL" does not mean it is ideal. The EPA sets legal limits based on cost and feasibility, not necessarily the level where health effects begin. Some contaminants have no legal limit at all - only a health advisory.
Common Issues in East Tennessee Reports
In our region, we regularly see these issues in municipal water reports:
- Hardness over 7 gpg - causing scale and appliance wear
- Chlorine levels above 2 ppm - creating taste, odor, and byproduct concerns
- Chloramine use - harder to filter than chlorine alone
- Detectable lead in some older service areas - from aging pipes and solder
- Turbidity spikes after heavy rain - indicating filtration challenges
What the Report Does Not Tell You
Municipal reports test water at the treatment plant - not at your tap. Between the plant and your home, water travels through miles of aging pipes, some of which can add lead, bacteria, or sediment. Your home's plumbing and any well water connection also affect what actually comes out of your faucet.
The CCR also does not test for many emerging contaminants like PFAS, microplastics, or pharmaceutical residues - compounds that are increasingly detected in water systems but not yet regulated by the EPA.
