Every public water system in the United States must send customers an annual Consumer Confidence Report (CCR), sometimes called a Water Quality Report. This document tells you what was detected in your water, how it compares to legal limits, and where problems occurred. Most people never read it. Those who do often struggle to interpret the data. This guide fixes both problems.
Understanding the Report Structure
A standard CCR is organized into sections:
1. Water Source
Identifies where your water comes from - rivers, lakes, reservoirs, or groundwater wells. Multiple sources may be listed with percentages.
2. Detected Contaminants Table
The core of the report - lists every contaminant tested, what was found, and how it compares to legal limits.
3. Violations and Health Effects
Any violations of EPA standards, what caused them, and what the utility did to fix them.
4. Required Disclosures
Information about lead service lines, cryptosporidium, and other regulated disclosures.
Decoding the Contaminant Table
Each row in the contaminants table contains these columns:

| MCLG | Maximum Contaminant Level Goal - the ideal safe level with zero risk |
| MCL | Maximum Contaminant Level - the legal limit utilities must meet |

| Violation | Yes/No - whether the level exceeded the legal limit |
| Typical Source | Where the contaminant comes from |
MCL vs. MCLG: The Critical Difference
This is the most important concept in any water report:
MCLG - The Goal
The level at which there is no known health risk. Based purely on health science. Utilities are not required to meet this - it is aspirational.
MCL - The Law
The legal enforceable limit. Set as close to the MCLG as feasible considering treatment technology and cost. Often higher than the health goal.
The gap between MCLG and MCL is where public health debates happen. For example, the MCLG for lead is 0 (no safe level), but the MCL is 15 parts per billion because zero is technically impossible with existing infrastructure.
Red Flags to Watch For
Any Violation
If any contaminant exceeds its MCL, that is a violation. The report must explain what happened and what was done.
Lead Near the MCL
Even below 15 ppb, any detectable lead is concerning. There is no safe level for children.
High Chlorine or Chloramine
Levels above 4 ppm (the MCL) indicate aggressive disinfection - often a response to other problems.
Disinfection Byproducts (THMs, HAAs)
These form when chlorine reacts with organic matter. Linked to long-term health risks. Should be well below MCL.
What the Report Does Not Show
Municipal reports test water at the treatment plant, not your tap. Important gaps include:
- Plumbing contamination: Lead from solder, pipes, and fixtures is not measured
- Post-treatment changes: Water quality can change during distribution
- Emerging contaminants: PFAS, microplastics, and pharmaceuticals are not yet required testing
- Real-time conditions: Annual averages may miss seasonal spikes
What To Do With Your Report
Here is a practical action plan:
- Read it: Skim for violations and any detected levels near MCLs
- Compare: Note which contaminants are present even if below limits
- Research: Look up unfamiliar contaminants to understand their health effects
- Test your tap: Get an in-home test to see what the report does not show
